For a quick chair rail effect, paint one! This is a great idea for anyone thinking about adding chair rail, but not yet ready to put a hammer to a nail.

For a 3-inch band around the room, we measured up from the floor and marked the wall at 33 and 36 inches. Usually, chair rail is installed 32 inches above the floor. We allowed extra room for the addition of more stripes. One part paint and three parts clear wall glaze was used to create the faux chair rail.
